The Demise of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from various governments. Considerable effort is devoted on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability provided through up-to-date information. From observation points, defense planes that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.

Persistent Threats

Soon after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its objective.

Intermittently, this continued until dawn. Kyiv faced the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on Western support – a dependence that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's south or east.

The problem is that while acknowledging this situation, US leadership does minimal to deter Moscow, through statements or actions, from believing that the current condition will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
